Developer Led Public-Private Partnership Service

The City of Portland, Texas, is seeking a single, fully integrated developer to deliver a complete water supply solution through a long-term public-private partnership. The agency needs to develop, finance, design, construct, operate, and maintain a brackish groundwater desalination facility to secure its water infrastructure. This project will utilize a Design-Build-Finance-Operate-Maintain structure, which the parties will contract under a long-term take-or-pay agreement. The selected developer must finance, design, construct, own, operate, and maintain the facility on the city-provided site, as well as on any additional developer-owned or leased property. All performance of the work must take place onsite in Portland, Texas. Eligible bidders are restricted to onshore, United States organizations only. The agency is currently looking for proposals to establish the budget and financial structure for this partnership. Interested parties must submit all questions regarding this opportunity no later than June 16, 2026.
