Geotechnical and Special Inspection Services

The City of Escondido, California, requires geotechnical and special inspection services for Utilities Capital Improvement Projects on an as-needed basis. The agency is seeking to address construction oversight needs by securing field recommendations, construction meeting attendance, and coordination with the agency’s construction management representative. The selected provider will also deliver geotechnical engineering support during construction to respond to Requests for Information. The scope of work covers special inspection services for reinforced concrete structures, including verifying rebar size and placement within falsework shoring systems, positioning structural embedment, and sampling and testing materials during cast-in-place concrete placements. The agency requires inspection of trench backfill operations and compaction testing during pipeline construction and site grading, which includes laboratory testing of imported material, concrete cylinder testing, proctor tests, and aggregate base conformance testing. The provider must submit daily reports summarizing compaction data, inform the agency of any construction deficiencies or unsuitable soil conditions, and submit field and lab test reports to the construction management representative. Eligibility is restricted to onshore organizations based in the United States. The performance of all requested work must take place onsite at the project locations in Escondido.
