Construction Manager at Risk Services

The Seminole County Port Authority in Sanford, Florida is seeking a vendor to provide construction manager at risk services for a new multi-use indoor sports and event facility. The authority needs a facility capable of supporting athletic tournaments, community programming, large-scale gatherings, and simultaneous event operations. The anticipated scope covers indoor court and event hall spaces, outdoor beach volleyball courts, spectator and public support areas, administrative and operations spaces, food service and concession components, site parking, circulation improvements, utilities, landscaping, wayfinding signage, and related site infrastructure. The requested services include preconstruction services, constructability reviews, cost estimating, schedule development, value engineering, risk mitigation, and site logistics planning. Bidders must perform all work onsite and must be United States organizations to meet eligibility rules. The authority is requesting proposals to determine the budget for this project. The authority will host a pre-bid meeting on May 22, 2026. Bidders must submit all questions regarding this opportunity no later than June 7, 2026.
