Employee Benefits Consulting Services

The City of Rocky Mount, North Carolina, is seeking a vendor to provide comprehensive employee benefits consulting services to support the agency's health benefits programs. The agency needs assistance with reviewing and advising on appropriate insurance coverage, as well as marketing and placing insurance through the issuance of requests for proposals. Additionally, the selected partner will review vendor contracts and evidence of coverage, coordinate with other agency benefits service providers, and participate in management benefits committee meetings. The scope of work also requires the vendor to act as a liaison and advocate for the agency with insurance companies and to develop communication materials for annual online and manual enrollments. The agency requires actuarial services, including annual cost projections, cost projections for plan modifications, and the determination of budget requirements. The chosen vendor must perform all work onsite at the agency's location in Rocky Mount. Only onshore organizations based in the United States are eligible to bid on this opportunity. The agency is currently looking for budget proposals from interested bidders to define the cost of these services. The resulting contract will span a period of three years. Bidders must submit all questions regarding this opportunity no later than June 11, 2026.
