Health Insurance and Benefits Brokerage Services

The City of DeBary, Florida is seeking a vendor to provide health insurance and benefits brokerage services for its group health insurance program. The program encompasses medical, dental, vision, life, and disability insurance, alongside employee wellness initiatives and an online enrollment platform. The agency requires a self-service, Internet-based enrollment solution that can preferably interact with the City and transmit benefit information to multiple carriers while providing administrative access to Human Resources personnel. The selected broker must collaborate with Human Resources to identify insurance needs and provide unbiased professional guidance regarding market conditions and legislative changes. The scope of work includes assisting with compliance, Summary Plan Descriptions, IRS forms, non-discrimination tests, and COBRA administration. Additionally, the broker must prepare marketing and educational materials for employees, support open enrollment with timelines and workshops, assist with wellness initiatives, and conduct detailed review and projection sessions at least mid-year and pre-renewal. Eligible bidders must be onshore organizations based in the United States. The agency requires the performance of the work to be conducted onsite. The contract period will span five years, and the agency is currently looking for proposals to determine the budget.
