Employee Benefits Consultant and Actuarial Services

The City of Long Beach, California is seeking employee benefits consultant and actuarial services to manage its group health plans. The city needs assistance with benefit plan design, request for proposal development, contract management, and strategic planning for benefit plan implementation and enrollment. The selected partner will advise city staff on changing benefit issues, experience trends, and industry best practices, as well as provide information on health benefit plans for city council letters. The scope of work requires preparing and presenting reports at in-person monthly meetings to cover plan options, market trends, audits, and renewals. The chosen provider must prepare an annual post-open enrollment report reflecting enrollment changes and develop a report with projections to assist with the annual healthcare budget forecast. Additionally, the service provider must coordinate the in-person attendance of benefit providers, help establish long-term goals, and begin the renewal process six to nine months prior to the effective date. Eligible bidders must perform all work onsite and be located within the United States. The city is requesting budget proposals for a contract period of one year. Bidders must submit all questions no later than June 2, 2026, and may submit their final responses digitally via email or online.
