Prison Canine Training Program Services

The City of Philadelphia seeks a vendor to provide a structured, canine-centered prison training program and related supportive services. The agency is attempting to support rehabilitation, skill development, emotional wellness, workforce readiness, and successful community reintegration for program participants. The selected provider must establish participant agreements, expectations, and program guidelines while managing canine handling, training, care, and socialization activities. The scope of work covers workshops on animal care, humane treatment, professional conduct, communication, teamwork, and responsibility. The agency requires the delivery of life skills, cognitive behavioral, wellness, and workforce readiness programming, alongside goal planning, transition planning, and individualized re-entry support. Additionally, the provider must offer financial literacy, job readiness, resume preparation, interviewing skills, employment preparation, and referrals to behavioral health, housing, benefits, and legal services. The program must incorporate mentorship, guest speakers, community engagement, restorative programming, and graduation or certification activities. The provider must also coordinate with canine adoption organizations, foster networks, shelters, rescues, or community partners. Eligible bidders must be onshore organizations based in the United States, and the performance of the work will take place offsite. The agency is looking for proposals to determine the budget for this initiative. A pre-bid meeting is scheduled for June 11, 2026. Bidders must submit all questions regarding this opportunity no later than June 14, 2026.
