RFI for English Language Proficiency Assessment Program Service

The Indiana Department of Education is seeking information on English language proficiency assessment programs to support the statewide assessment of English learners. The agency requires a comprehensive solution that includes both placement and annual summative assessments for general education students and students with significant cognitive disabilities. This program must align with a defined set of English Language Development standards and provide training and resources to help educators implement these standards. The requested scope of work covers general assessments and corresponding alternate assessments to support students entering and exiting special education services. The agency requires an online delivery platform that features sample test items and online practice opportunities for students. The selected provider may perform the work either onsite in Indianapolis, Indiana, or offsite. Eligible respondents must be onshore organizations based in the United States. The agency is currently looking for proposals to determine the budget and financial structure of the program.
