Staff Training and Development Services

The City of Newport Beach, California, is seeking a qualified onshore vendor to provide comprehensive, citywide staff training and development services for its municipal employees. The agency is attempting to enhance organizational effectiveness, leadership capabilities, and overall workforce skills through a structured professional development program. The selected partner will design, plan, and execute a diverse course catalog, administer post-training surveys, and continuously revise future courses based on employee feedback. The scope of work covers a broad range of training topics, including human resources, management, leadership and supervisory training, personal development, and behavioral training. The agency also requires instruction in presentation and facilitation skills, team development, organizational effectiveness, customer service, public speaking, conflict resolution, ethics in public service, data collection and analysis, diversity, equity, and inclusion, and time management. Additionally, the service provider must develop, plan, and execute a dedicated customer service training program, facilitating all sessions and implementing as-needed revisions in coordination with the agency project manager. Eligibility is strictly limited to United States organizations, and the selected vendor must perform all training services onsite in Newport Beach. The agency is establishing a contract period of five years to complete these ongoing professional development initiatives. While the agency has not disclosed a specific budget and is looking for proposals to define the cost, all clarifying questions regarding this opportunity must be submitted no later than May 22, 2026.
