Air Charter Services

The Arizona government authority is seeking a contractor to provide comprehensive air charter services. The agency requires aircraft capable of completing each trip nonstop between origin and destination under expected passenger, baggage, and environmental conditions. The contractor must plan and operate flights to land at the airport closest to the intended competition or lodging location, avoiding more distant airports without prior approval. The scope of work includes accommodating variable roster sizes, staff counts, and sport-specific travel requirements by providing appropriately sized aircraft. The contractor must support late-night returns, weekend series, multi-leg itineraries, and operations at remote, municipal, or regional non-commercial airports. To avoid unnecessary overnight lodging, the contractor must schedule departure times for same-day returns immediately following competition completion and prioritize late-night departures. The contractor must ensure aircraft and crew availability without imposing duty, curfew, or aircraft constraints that force teams to remain overnight due to contractor-controlled limitations. The contractor must account for runway length, curfews, airport operating hours, and local operating constraints during aircraft selection and trip planning. Additionally, the contractor must provide complimentary in-flight Wi-Fi on all aircraft where available and disclose in advance any aircraft that lack this service. Eligibility is restricted to onshore contractors located within the United States. Performance of the work will take place onsite in Arizona and at various flight destinations. The agency is looking for proposals to determine the budget, and bidders must submit their responses digitally via email or online.
