The Public Health Community Leadership Sector Development Services

The New York City Department of Health and Mental Hygiene, located in Long Island City, seeks a contractor to provide public health community leadership sector development services. The agency requires a partner to strengthen local emergency preparedness and response capabilities through community coalition building. The selected partner must have the capability to train other organizations to prepare for and respond to public health emergencies. The scope of work requires the contractor to maintain the capability to work remotely and communicate with community partners through digital channels. Additionally, the contractor must have or have access to an office space located within the contracted geographic zone to ensure local accessibility and coordination. The agency requires the contractor to rapidly communicate, mobilize staff and coalition organizations, and physically respond to emergencies within twenty-four hours. Eligible bidders must be onshore organizations based entirely in the United States. Although the contractor must maintain a local physical office and emergency response capability, the day-to-day performance of the work will occur offsite. The agency is seeking budget proposals from bidders to establish a contract term of five years. The agency will host a pre-proposal teleconference on June 16, 2026, to discuss the opportunity with interested parties. Bidders must submit all clarifying questions regarding the requirements no later than June 23, 2026. The agency has not disclosed a specific budget limit and is looking for competitive cost proposals.
