Illicit Drug Sampling and Decontamination Services

Snohomish County in Everett, Washington is seeking a vendor to provide illicit drug sampling and decontamination services for its facilities. The agency needs to address potential contamination in short-term housing units and shared common areas to ensure safety and regulatory compliance. This initiative aims to establish a reliable mechanism for both scheduled annual testing and rapid on-call response to suspected contamination events. The scope of work requires mandatory annual sampling and testing of individual short-term housing units as well as unsecured shared areas such as bathrooms, laundry rooms, and lobbies. Testing must cover methamphetamine at a minimum, with the county reserving the right to request testing for additional substances. The selected provider must coordinate all testing schedules with county employees, perform surface sampling, conduct laboratory analysis, and deliver written reports documenting all findings and recommendations. For decontamination services, the agency requires the establishment of containment measures to prevent the spread of contaminants during cleanup. The provider must decontaminate surfaces, equipment, and materials while protecting adjacent areas, building systems, building materials, furniture, fixtures, and personal possessions. The county is issuing this opportunity exclusively to onshore organizations based in the United States, and the contracted work will be performed offsite at the designated county locations. The county is seeking proposals to determine the budget and pricing structure for these services. The resulting contract will carry a term of three years.
