Workers\' Compensation Fully Funded Insurance Services

The City is seeking a vendor to provide fully funded workers' compensation insurance services. The selected provider must investigate, determine liability, adjust, and subrogate every open reported injury. The scope of work requires arranging quarterly and semi-annual file reviews with the City's workers' compensation analyst, city safety coordinator, city insurance liability and insurance broker, city attorneys, and risk manager. The chosen provider must assign bilingual English and Spanish staff to contact injured workers within twenty-four hours of receiving the Employer's First Report of Injury. The provider must secure bilingual nurse case managers who can visit employees and attend doctor appointments. Additionally, the vendor must review the City's workers' compensation program, analyze existing policies, and provide directives or recommendations. The requested services include medical management of all cases, cost-effective pharmacy management, and coordination with local providers to ensure prompt distribution of medications. The provider must possess the capacity to store and maintain all files from the previous third-party administrator. The City requires close monitoring of temporary and permanent disability cases, written advisements of such claims, and follow-up on all doctor releases. Daily communication via phone, fax, or email with the City's workers' compensation analyst is required to review new claims and discuss modified assignments for employees on temporary disability. Only onshore organizations based in the United States are eligible to bid. The contract period will span one year, and the performance of the work will take place offsite. The City is looking for proposals to determine the budget for this contract. Bidders must submit any questions regarding this opportunity no later than June 23, 2026.
