Municipal Financial Management and Accounting Support Services

The Essex County government authority located in Elizabethtown, New York is seeking municipal financial management and accounting support services. The agency needs to address operational gaps and compliance issues by securing flexible, hourly, or task-based financial expertise. This initiative aims to assist municipalities that are behind on their financial obligations or out of compliance with regulatory standards. The scope of work covers general ledger maintenance, bank and account reconciliations, financial statement preparation, and budget preparation and monitoring. The selected partner will also provide assistance with annual updates, reporting requirements, audit preparation, internal control reviews, and grant tracking. Additional tasks may include payroll support, accounts payable and receivable management, and transition assistance for struggling municipalities. Eligibility is strictly limited to onshore organizations based in the United States. All contracted work must be performed offsite rather than at the agency facilities. The agency has not disclosed a set budget and is requesting cost proposals from interested parties to establish the financial terms. The contract period will span one year from the date of award.
