This role supports the agency throughout both the pre-construction and construction phases of the project. The selected vendor must track major variances in cost, scope, and quality from previous cost models. The agency expects the vendor to review the Construction Manager at Risk proposed procurement process and suggest improvements. The scope also demands continuous identification of process improvements to enhance the delivery of project results for the owner. During the construction phase, the vendor must provide administration services including ongoing project supervision, project management, inspection of work, and scheduling of required testing services. Further construction phase duties include reviewing shop drawings, preparing change orders and contractor payment estimates, conducting final inspections, and submitting project closeout documents. Eligible bidders must be onshore organizations based in the United States. The agency requires the performance of all work to be conducted onsite.
