Special Education Program Review Service

The Westport Board of Education in Connecticut is seeking a vendor to conduct a comprehensive, system-level review of the district's pre-kindergarten through grade twelve special education programs and services, including transition and age eighteen to twenty-two programming. The agency needs to evaluate resource allocation, special education spending patterns, staffing patterns, outplacement costs, and cost-effectiveness at a system level. The chosen vendor will also identify programmatic or physical-access barriers that affect participation by students with disabilities. The scope of work strictly excludes investigating or adjudicating individual student disputes, parent complaints, staff complaints, retaliation allegations, or personnel matters. The agency is not requesting a full Americans with Disabilities Act facilities accessibility audit or a full fiscal or budget audit. The selected vendor must not publicly identify individual students, families, staff members, or confidential student records, and must not contact district employees, board members, families, students, or community members outside of district-approved engagement processes. Eligible bidders must be onshore organizations located within the United States. The agency requires the performance of the work to be conducted offsite. Bidders must submit all questions regarding this opportunity no later than June 11, 2026. The agency has not disclosed a specific budget and is looking for cost proposals from bidders to determine the financial framework.
