Workers\' Compensation Fully Funded Insurance Services

The City is seeking a vendor to provide fully funded workers' compensation insurance services. The selected provider must investigate, determine liability, adjust, and subrogate every open reported injury. The agency needs to resolve ongoing claims management challenges through structured file reviews and close coordination with City staff, including the workers' compensation analyst, safety coordinator, insurance broker, attorneys, and risk manager. The scope of work requires assigning bilingual English and Spanish staff to contact injured workers within twenty-four hours of receiving the Employer's First Report of Injury. The provider must supply bilingual nurse case managers to visit employees and attend doctor appointments. Additionally, the vendor must review the City's workers' compensation program, provide policy directives or recommendations, and manage all medical and pharmacy cases to ensure cost-effectiveness and prompt medication distribution through local providers. The selected vendor must possess the capacity to store and maintain all historical files from the previous third-party administrator. The agency requires close monitoring of temporary and permanent disability cases, with written notifications sent to the City regarding these claims. Daily communication via phone, fax, or email with the City's workers' compensation analyst is required to review new claims and discuss modified duty assignments for recovering employees. Eligible bidders must be onshore organizations based in the United States. The performance of all contracted work will take place offsite. Bidders must submit their proposals digitally via email or online, and the agency is currently looking for proposal submissions to determine the budget. The agency has scheduled a pre-bid meeting for June 18, 2026. Bidders must submit all questions regarding this opportunity no later than June 23, 2026. The resulting contract period will run for a duration of one year.
