Construction Manager at Risk Services

The City of Phoenix, Arizona, is seeking a qualified Construction Manager at Risk to provide comprehensive preconstruction and construction services for an airport project. The agency requires a partner to initially serve in an agency support role during the preconstruction phase before transitioning to assume full responsibility for construction means and methods. The selected provider must solve the challenge of executing complex construction adjacent to an active airfield while minimizing interruptions to airport operations and impacts to tenants. The scope of work covers detailed cost estimating, marketplace condition analysis, project planning, and construction phasing. The agency requires the provider to conduct alternate systems evaluations, perform constructability studies, advise on green building materials, and identify long-lead procurement items. Additionally, the provider must assist with permitting, develop a specialized airfield safety work plan, and manage the subcontractor selection process by soliciting bids from prequalified subcontractors. Bidders must participate in a joint process with the City to establish and implement goals for local and Small Business Enterprise participation. The evaluation will focus on the bidder's ability to protect the City's standards for quality, safety, and environmental factors while finding efficiencies in project delivery. Eligible bidders must perform all work onsite in the United States, and the agency is currently seeking proposals to determine the budget and cost structure.
