Public Participation Services

The Tri-County Metropolitan Transportation District of Oregon, located in Portland, Oregon, is seeking a contractor to provide comprehensive public participation services. The agency needs to develop and implement engagement strategies that inform, consult, involve, collaborate with, and empower underrepresented communities. This initiative aims to solve the challenge of reaching a broad sampling of the local community through both traditional and innovative outreach methods. The scope of work covers strategy development, consulting, outreach, engagement, research, reporting, and capacity-building technical assistance. The selected contractor will identify existing engagement opportunities, advise on communication and marketing tactics, and assist other contractors with translation and interpretation. Additionally, the agency requires the contractor to organize, facilitate, and record outreach events, gather input on potential programs, and prepare progress and final reports that evaluate engagement successes and challenges. Specific focus areas for outreach and technical assistance include Title VI and environmental justice, fare programs, transit infrastructure projects, safety and security, child care services, and support for minority, women, and small business enterprises. The contractor will also provide support and mentoring for organizations, businesses, or individuals looking to start or grow an enterprise, initiative, or project. These services will support annual service plans and budget outreach efforts over the course of the contract. Eligibility is restricted to onshore organizations based in the United States. The agency requires the performance of all work to be conducted offsite. The contract period will span five years, and the agency is currently looking for proposals to determine the budget.
