Centralized Collections and Disbursements Services

The Missouri-based government authority is seeking a vendor to provide centralized collections and disbursements services for its IV-D program. The agency needs to manage multiple collection methods, which currently include automatic withdrawals from obligor and employer accounts, business and personal checks, and electronic funds transfers or electronic data interchanges from employers, bank accounts, or other states. Additional collection methods include cash, money orders, credit and debit card payments, and any other methods accepted by licensed money transmitters working with the program. The agency will generate and provide a daily disbursement file to the vendor containing all necessary information to issue disbursement instruments to each obligee. The scope of work requires the selected vendor to perform all operations onsite. The agency is establishing a contract period that will run for five years. Eligible bidders must perform all work onshore within the United States. The agency is requesting proposals to determine the budget and will accept bid submissions digitally via email or online.
