Special Education Program Review Service

The Westport, Connecticut government authority is seeking a vendor to conduct a comprehensive, system-level review of the district's pre-kindergarten through twelfth grade special education programs and services, including transition and 18-22 programming. The agency is trying to evaluate resource allocation, special education spending patterns, staffing patterns, outplacement costs, and cost-effectiveness at a system level. The selected vendor will also identify programmatic or physical-access barriers that affect participation by students with disabilities. The scope of work specifically excludes investigating or adjudicating individual student disputes, parent complaints, staff complaints, retaliation allegations, or personnel matters. The agency is not requesting a full Americans with Disabilities Act (ADA) facilities accessibility audit or a full fiscal and budget audit. The vendor must not publicly identify individual students, families, staff members, or confidential student records, nor contact district employees, board members, families, students, or community members outside of district-approved engagement processes. Eligibility is restricted to onshore organizations based in the United States. The agency requires the performance of the work to be completed offsite. Bidders must submit their proposals with budget details, as the agency is currently looking for proposals to determine the cost.
