Captioning Services

The agency is seeking a vendor to provide high-quality captioning services. The project requires the delivery of captions in English, with the capability to provide simultaneous translations in other languages upon request. The primary goal is to ensure accessible, highly accurate, and synchronized captioning for live events and programs from start to finish. The scope of work covers live event captioning that achieves a minimum of ninety-nine percent accuracy using human or AI-assisted hybrid methods with real-time human oversight. For legally mandated or accommodation-specific services, the agency requires a qualified human captioner. Captions must match the spoken dialogue exactly without paraphrasing, include background noises, use correct spelling and punctuation, and display at a readable speed. The agency also prefers vendors who possess the ability to provide audio description services. Eligible bidders must be onshore organizations based in the United States. The selected vendor will perform all work offsite. Bidders must submit their proposals digitally via email or online, and the agency is currently looking for budget proposals to determine pricing. The agency will award a contract with a term of three years. Bidders must submit all questions regarding this opportunity no later than June 15, 2026.
