The Town of Raymond, Maine is seeking a vendor to provide comprehensive municipal legal services. The town requires legal support to address a wide range of local government matters, including drafting ordinances, advising town boards, and representing the municipality in litigation. This procurement aims to secure ongoing, professional legal counsel to ensure regulatory compliance and protect the town's legal interests. The scope of work covers the drafting and review of municipal ordinances, policies, and amendments, as well as the issuance of written legal opinions. The selected vendor will provide legal support to the Zoning Board of Appeals and the Planning Board, advising on land use enforcement, zoning, planning, and eminent domain proceedings. Additionally, the responsibilities include handling deeds, easements, title opinions, real estate transactions, and compliance with state and federal environmental laws. The legal services also encompass handling discrimination and civil rights claims, workers' compensation, employment litigation, tax assessment, and lien matters. The vendor will collect unpaid taxes, fines, and other monies owed to the town, and provide municipal bond counsel or coordinate with external bond counsel. Further duties involve advising on insurance coverage, defending municipal officials and staff, prosecuting ordinance violations, and managing general litigation. Eligible bidders must be onshore organizations based in the United States. The town expects the performance of all legal work to occur offsite.
