The City is seeking a vendor to develop, install, and operate a comprehensive credit and debit card processing service. The City needs to solve the challenge of securely and efficiently processing online, mobile, and in-person transactions across multiple payment methods, including chip cards, magnetic stripe cards, contactless payments, and digital wallets like Apple Pay, Google Pay, and Samsung Pay. The selected provider must offer competitively based discounts for processing Visa, MasterCard, Discover, and American Express, with additional discounts specifically for utility payment processing. The scope of work requires card readers that use Payment Card Industry Data Security Standards encrypted ethernet connections to communicate with the authorizing gateway and the cashier point of sale system while supporting EMV chip card technology. The system must support recurring payments for automatic customer billing and provide credit card and bank account tokenization alongside a REST API for wallet and single transactions. The provider must deposit payments electronically into specified City bank accounts by merchant ID to minimize float, while offering online access to daily transactions, account reconciliation, and settlement reports. Eligibility is strictly limited to onshore organizations based in the United States of America, and the performance of the work will take place offsite. The City has not disclosed a set budget and is looking for proposals to determine the cost structure. Bidders must submit all questions regarding this opportunity no later than June 26, 2026.
