General Toll Consultant Services

The Tampa Hillsborough County Expressway Authority in Tampa, Florida is seeking professional General Tolling Consultant services on an as-needed basis to support its electronic toll collection systems. The agency requires assistance with transaction processing, revenue collection, transaction and revenue lifecycle reconciliation, data analysis, reporting, facility planning, civil infrastructure design, and debt collection for unpaid tolls. This initiative aims to ensure the efficient operation, auditing, and modernization of both on-premises and cloud-based tolling technology systems. The scope of work covers overseeing the planning, design, development, installation, and testing of roadside, back-office, and roadside system audit technology. Selected consultants will manage tolling communication networks, develop operating procedures and business rules, integrate external data exchange interfaces, and design dynamic pricing algorithms. Additional responsibilities include conducting performance and financial audits, analyzing video transaction data, planning toll facilities, developing tolling policies, and performing cost-benefit analyses. Eligible bidders must be onshore United States organizations. The agency requires all performance of the work to be completed onsite in Tampa, Florida. The agency has not disclosed a specific budget and is looking for proposals to define the financial terms. The agency will award a contract with a performance period of three years. A mandatory pre-bid meeting is scheduled for June 23, 2026. Bidders must submit all questions regarding this opportunity no later than July 7, 2026.
