Baggage Portering Services

The Port of Portland is seeking a vendor to provide baggage portering services to support a Baggage Handling System upgrade at its airport facility in Portland, Oregon. The agency needs to resolve operational disruptions caused by the system upgrade by employing dedicated personnel to move and handle baggage items within impacted areas. The scope of work covers transporting luggage, trunks, duffels, boxes, coolers, strollers, car seats, and oversized items such as bike boxes, golf clubs, and windsurfing equipment. Personnel must move these items between ticket counters, induce them into the Baggage Handling System, or transfer them in and out of operational facilities. The work areas span public, sterile, and secure zones of the airport, requiring performance of all duties onsite. Eligible bidders must be onshore organizations based in the United States. The agency is looking for proposals to establish the budget for this project. Bidders must submit all questions regarding this opportunity no later than June 10, 2026.
