Flexible Spending Account and Commuter Benefits Administrator Service

The City is seeking a vendor to provide comprehensive administration services for its Section 125 Flexible Spending Account plans and Commuter Benefit Program. The agency needs to support all benefit-eligible City employees with these programs while ensuring full compliance with federal and state regulations, including IRS Code Sections 125, 129, and 132, HIPAA, COBRA, and nondiscrimination requirements. This initiative aims to streamline benefit administration through secure electronic systems and dedicated support services. The scope of work covers complete participant account recordkeeping for contributions, claims, reimbursements, and balances under applicable monthly limits. The selected administrator must provide secure electronic enrollment capabilities, employer and participant online portals, and a secure participant mobile app. Additionally, the agency requires the vendor to manage participant commuter elections, perform implementation planning with data migration and testing, and support secure electronic data transmission and system integration with the City payroll and HRIS systems. Ongoing customer service support via telephone, email, and online channels is also required. Eligible bidders must be onshore organizations based in the United States. The agency requires all performance of the work to occur offsite. Bidders must submit their responses digitally via email or through the designated online portal. The agency is currently looking for proposals to establish the budget and pricing structure for these services.
