Captioning Services

The agency is seeking a vendor to provide high-quality captioning services. The project requires captions in English, with the capability to provide simultaneous translations in other languages upon request. The selected vendor must deliver these services offsite for a contract term of three years. For live events, the captioning services must achieve a minimum accuracy rate of ninety-nine percent. Vendors may utilize human or AI-assisted hybrid methods with real-time human oversight to meet this threshold, but they must provide a qualified human captioner for events requiring legally mandated or accommodation-specific services. The captions must run from the beginning to the end of the program, sync closely with the spoken word, and display at a readable speed. The agency requires verbatim captions that match the spoken dialogue and convey background noises without paraphrasing, using proper spelling, spacing, capitalization, and punctuation. The agency also prefers vendors who possess the ability to provide audio description services. Eligible bidders must be onshore organizations based in the United States. The agency is looking for budget proposals to determine the cost of the contract. Bidders must submit all questions regarding this opportunity no later than June 15, 2026.
