Fee Accounting and Consulting Services

The Housing Commission of Howard, Maryland is seeking a vendor to provide comprehensive fee accounting and consulting services. The agency needs to identify financial misclassifications or missing accounts and implement mapping improvements. The selected partner will also prepare monthly financial statement analyses for assigned properties, which includes reviewing depreciation and investigating significant variances between actual and budgeted results. The scope of work requires monitoring delinquency trends across thirty, sixty, and ninety-plus days and tracking vacancy levels using reports from third-party management companies. The agency also requires assistance with reviewing, preparing, and revising property operating budgets, including mapping these budgets to the Yardi chart of accounts. Additionally, the vendor must provide internal auditing services upon request and assist with compiling materials for the annual financial audit. The contract term spans a single year of performance. Bidders must perform all work offsite and must be located onshore within the United States. The agency is currently looking for proposals to determine the budget, and all clarifying questions must be submitted no later than June 16, 2026.
