Police Retirement Plan Provider Services

The City of Loveland, Colorado is seeking a retirement plan provider to deliver trust custody, administration, recordkeeping, participant education and communication, and investment services for its police retirement plan. The city requires a provider that can establish automated processes to minimize the administrative burden on the plan sponsor. The selected provider must also manage participant domestic relations orders and accept the delegation to administer unforeseen emergency withdrawals. The scope of work includes developing and maintaining a participant website and employee communication materials. The provider must supply at least one local representative and is encouraged to offer participants financial advice, provided the advisor receives no commission-based compensation or direct financial incentives for that advice. Additionally, the provider must deliver investment services through an investment platform that offers access to an open universe of investment alternatives, including mutual funds, collective investment trusts, and a self-directed brokerage account window. The transition services require a dedicated transition team capable of completing an organized and effective plan conversion. Bidders must clearly state their revenue requirements as both an asset-based fee and a per-participant fee, along with the corresponding dollar amount equivalents. Only organizations based in the United States are eligible to bid on this opportunity, and the performance of the work will occur offsite.
