The City is seeking a vendor to develop, install, and operate a credit and debit card processing service. This initiative aims to solve the City's need for secure, multi-channel payment processing across online, mobile, and in-person platforms. The selected provider must support chip cards, magnetic stripe cards, contactless payments, near-field communications, and digital wallets including Apple Pay, Google Pay, and Samsung Pay. The scope of work requires the delivery of a competitively based discount for processing Visa, MasterCard, Discover, and American Express, with additional discounts specifically for utility payment processing. Card readers must utilize Payment Card Industry Data Security Standards encrypted ethernet connections to communicate with the authorizing gateway and the cashier point of sale system while supporting EMV chip card technology. The system must also support recurring payments, credit card and bank account tokenization, and a REST API for wallet and single transactions. The chosen provider must deposit payments electronically into specified City bank accounts by merchant ID to minimize the float on City funds. The City requires online access and reporting tools to view and download daily transactions, account reconciliation, and settlement reports by merchant ID, payment card type, and transaction. Performance of all contracted work will take place offsite. Only onshore organizations based in the United States are eligible to bid on this opportunity. The City is looking for proposals to determine the budget for this project. Bidders must submit all questions regarding this procurement no later than June 26, 2026.
