Baggage Portering Services

The Port of Portland is seeking a vendor to provide baggage portering services to support the Baggage Handling System upgrade at the airport in Portland, Oregon. The agency needs to solve the operational challenges of moving and handling baggage in areas impacted by the system upgrade. The scope of work covers moving items such as luggage, boxes, coolers, strollers, car seats, and oversize items like bike boxes, golf clubs, and windsurfing equipment. The requested work includes moving these items between ticket counters, inducing them into the Baggage Handling System, or transferring them in and out of operational facilities. These activities will take place across public, sterile, or secure areas of the airport. Bidders must perform all work onsite at the Portland facility. Eligibility is restricted to onshore organizations based in the United States. The agency is looking for budget proposals from bidders to determine the cost of these services. Questions regarding this opportunity must be submitted to the agency no later than June 10, 2026.
