Voluntary Employee Benefits Broker Service

The agency is seeking a licensed third-party administrator to provide voluntary employee benefits broker services for a Section 125 Plan on behalf of one or more insurance carriers. The selected vendor must solve the challenge of managing voluntary supplemental employee benefits, COBRA benefits, dependent care, and MetLife group cancer coverage. The current coverage under these plans must continue through the plan year ending December 31, 2026. The scope of work requires the administrator to establish a toll-free telephone customer service line for plan participants. Administrative duties include data processing, data storage documentation for employee change forms, election reports, benefits statements, and payment explanation statements. The administrator must also process all new and existing payroll deductions with insurance companies for payroll-deducted insurance products under Section 125. To streamline financial operations, the agency requires consolidated monthly billings with plan recaps that allow payroll departments to submit a single ACH payment or individual checks to each carrier. The broker must provide qualified plan counselors, preliminary planning, management meetings, group meetings, enrollment support materials, and potential one-on-one enrollment support. Additionally, the broker must conduct annual performance and status surveys of the insurance products to ensure continuous Section 125 qualification and proper carrier ratings. The health insurance consultant must ensure all plans remain in compliance and provide recommendations prior to the benefits enrollment period. Only onshore organizations based in the United States are eligible to bid on this opportunity. The performance of the work may occur either onsite or offsite, and the resulting contract will span a period of two years.
