Audit and Survey Services

The City of San Marcos, Texas, is seeking a qualified vendor to provide comprehensive audit and survey services for utility pole attachments. The agency needs to identify, document, and verify every third-party pole attachment within its jurisdiction by entity and attachment type, utilizing labeling, physical characteristics, or municipal records. This initiative aims to resolve the challenge of untracked utility infrastructure by establishing an accurate inventory of cable, telephone, broadband, and wireless attachments. The scope of work requires the selected vendor to identify unpermitted, untagged, or unauthorized attachments while measuring and recording the height above ground for each foreign attachment. The vendor must evaluate the physical condition of each attachment and assess compliance with safety standards, including clearance checks where feasible. All collected data must be compiled into a detailed Attachment Audit Report organized by entity, containing specific pole identifiers, geographic locations, and compliance findings. Eligibility is strictly limited to onshore organizations based in the United States. The agency permits the performance of the work to be conducted offsite.
