Professional Engineering Services

The City of Midland, Michigan, requires professional engineering services to support a major roadway reconstruction project. The agency is seeking a qualified vendor to resolve infrastructure deterioration by providing comprehensive design, project management, and construction engineering services. The project scope encompasses hot mix asphalt pavement, curb and gutter, sidewalks, sidewalk ramps, storm sewer improvements, water main replacement, traffic and pedestrian signal replacement and modernization, and pavement markings. For the design and project management phase, the agency requires the development of detailed engineered plans suitable for construction. These plans must incorporate driveway approaches, guardrails, catch basins, catch basin leads, maintenance of traffic, construction phasing, full traffic and pedestrian signal replacement and modernization at two intersections, and signal improvements at one intersection. The construction engineering scope requires the selected vendor to perform all construction staking, measure and record installed quantities, and maintain a complete set of as-built drawings. The agency limits eligibility to onshore organizations based in the United States. The selected vendor must perform all work onsite in Midland, Michigan. The agency is currently looking for proposals to establish the budget for these services. Bidders must submit all questions regarding this opportunity no later than June 23, 2026.
