Professional Engineering Services

The City of Midland, Michigan, requires professional engineering services to support a major infrastructure reconstruction project. The agency is seeking a qualified vendor to resolve aging infrastructure issues by providing comprehensive design, project management, and construction engineering services. The project scope encompasses hot mix asphalt pavement, curb and gutter, sidewalks, sidewalk ramps, storm sewer improvements, water main replacement, traffic and pedestrian signal replacement and modernization, and pavement markings. The selected engineering firm must develop detailed, construction-ready engineered plans covering all roadway, utility, and pedestrian elements. These plans must incorporate driveway approaches, guardrails, catch basins, catch basin leads, maintenance of traffic, and construction phasing. Additionally, the design scope requires full traffic and pedestrian signal replacement and modernization at two intersections, along with signal improvements at a third intersection. For the construction phase, the agency requires the provider to perform all construction staking, measure and record installed quantities, and maintain a complete set of as-built drawings. Eligible bidders must be onshore organizations based in the United States, and the selected contractor must perform the work onsite in Midland, Michigan. The agency is currently looking for proposals to establish the budget for this undertaking, and bidders must submit all questions regarding the opportunity no later than June 23, 2026.
