Financial Advisor Services for Revenue and General Obligation Bonds

Brazosport College in Lake Jackson, Texas is seeking professional financial advisory services to assist with the planning, evaluation, issuance, refinancing, management, and ongoing compliance of its debt obligations. The college needs to solve the complex challenges of managing revenue and general obligation bonds, including evaluating financing options, analyzing market conditions, and determining the optimal timing and structuring of debt. The selected advisor will prepare financial analyses, debt capacity studies, refunding analyses, cash flow illustrations, and debt service projections to support institutional decision-making. The scope of work covers advising on the issuance, refinancing, restructuring, or refunding of bonds, as well as facilitating interactions with bond rating agencies and preparing rating presentations. The advisor will coordinate the selection process for bond counsel, underwriters, paying agents, trustees, rating agencies, and other financing-related service providers. Additionally, the agency requires assistance with preparing required disclosures, managing continuing disclosure obligations, and ensuring compliance with federal, state, and local regulatory requirements. Only onshore United States organizations are eligible to submit proposals for this opportunity. The college expects the selected partner to perform all services offsite under a contract lasting for a period of two years.
