Property Value Study Appeal and Taxable Value Audit Services

The United States District Court for the Southern District of Texas, acting on behalf of a government authority in Laredo, Texas, is seeking comprehensive property value study appeal and taxable value audit services. The agency needs to audit the preliminary findings of the Texas Comptroller, review local appraisal district records, and identify clerical errors, undervalued properties, and improperly granted exemptions. To solve these valuation discrepancies, the selected contractor will prepare, file, and prosecute all necessary administrative appeals, protests, and requests for audits with the Texas Comptroller’s Property Tax Assistance Division. The scope of work covers representing the district at informal hearings, formal hearings, and administrative review proceedings, as well as providing litigation support. The contractor must provide regular updates regarding appeal status, potential financial impacts, and final value determinations to the Chief Financial Officer, the Assistant Superintendent for Business and Finance, the Tax Assessor Collector, and the Superintendent. The agency requires the performance of all work to occur offsite. Only onshore organizations based in the United States are eligible to participate in this procurement.
