Audit and Survey Services

The City of San Marcos, Texas, is seeking a qualified vendor to provide comprehensive audit and survey services for utility pole attachments. The agency needs to identify, document, and verify the ownership of each third-party pole attachment based on labeling, physical characteristics, or municipal records. This initiative aims to resolve the problem of undocumented, unpermitted, and non-compliant infrastructure on city-owned poles. The project covers maintaining a detailed log of attachment types, including cable, telephone, broadband, and wireless installations. The selected vendor must identify unauthorized or untagged attachments, measure the height above ground for each foreign attachment, and evaluate safety compliance and clearance conditions. Upon completion, the vendor must prepare and deliver a detailed Attachment Audit Report organized by entity, containing pole identifiers, physical locations, and specific compliance findings. Eligibility is strictly limited to onshore organizations based in the United States. The agency permits the performance of the work to occur offsite. The budget is not pre-determined, and the agency is looking for cost proposals from interested bidders.
