Corporate Credit Card Provider Service

The Portage College in Lac La Biche, Alberta is seeking a vendor to provide corporate credit card provider services. The college requires the issuance and administration of at least two card types, transaction processing and settlement, and an online program management and reporting platform. The selected provider must integrate these services with the college's existing financial and expense management systems, offer configurable spending and approval controls, provide ongoing account management, and propose a volume-based rebate structure. The scope of work demands full compliance with current certifications and real-time fraud monitoring, detection, and alerting. The system must support configurable, card-level spending limits and merchant-category-code restrictions, alongside cardholder authentication and secure, role-based online access controls. Additionally, the college requires data encryption both in transit and at rest, secure and auditable transaction reporting, timely data-breach notification, and strict compliance with Canadian privacy legislation.
