RFI for Civilian Guardian Course Curriculum Development and Iteration Service

The United States Space Force at Patrick Space Force Base, Florida, is seeking a vendor to provide Civilian Guardian Course curriculum development and iteration services. The agency requires the full development of assigned course classes, lessons, corresponding instructor guides, and all student-facing training materials. This initiative aims to establish an inherently governmental curriculum that ensures continuity and branding consistency across the training program. The scope of work covers the creation of lessons, activities, templates, and assessments, all of which are subject to formal government review and approval prior to implementation. The selected vendor must handle the complete build-out and technical configuration of all assigned course content within the government-provided Learning Management System. The initial online phase requires a forty-hour curriculum comprising a mix of synchronous and asynchronous engagements. The agency specifies that the forty-hour course must be a high-engagement, multi-modal experience rather than a collection of static lectures or slide presentations. This total student effort must encompass mandatory readings, instructional video engagement, independent assignments, knowledge assessments, online synchronous group collaboration, and direct synchronous interaction. The vendor must participate in all curriculum development and iteration efforts from pre-execution through post-execution. Eligibility is restricted to onshore organizations based in the United States. The performance of the contract will take place entirely offsite. The agency is currently looking for proposals to determine the budget and has not disclosed specific key dates in the initial announcement.
