Alternate Assessment Services

The South Dakota government authority is seeking a vendor to provide comprehensive alternate assessment services for students in the state. The agency needs to solve the challenge of measuring student achievement through alternate means by developing alternate academic achievement standards in English Language Arts (ELA) and Mathematics. To support this initiative, the agency requires the development, administration, scoring, and reporting of test items across ELA, Mathematics, and Science. The scope of work covers the creation of test items and the provision of an assessment system to administer these tests. The selected vendor must also manage the scoring of all test items and deliver the final reporting of test scores for ELA, Math, and Science. This work will be performed offsite over a contract period of five years. Eligibility is restricted to onshore organizations based in the United States. Bidders must submit a letter of intent to respond by June 30, 2026, and submit any questions regarding the opportunity no later than July 10, 2026. The agency accepts digital submissions via email or online, and the budget evaluation will be based on the proposals submitted.
