Row and Easement Acquisition Services

The City of Balch Springs, Texas, is seeking a vendor to provide right-of-way and easement acquisition services. The city needs these services to advance its Trail Phase 1A Capital Improvement Plan project. The selected vendor will acquire land, rights-of-way, and easements, and perform real estate appraisals for both friendly acquisitions and those requiring condemnation. The scope of work requires the vendor to initiate meetings with property owners to request the donation or sale of needed property and to discuss the merits and benefits of the trail project. The vendor must also conduct subsequent meetings with property owners to negotiate final settlements. The contract period for these services will span one year. Bidders must perform all work onsite, and eligibility is restricted to onshore vendors located within the United States. The city is looking for proposals to determine the budget for this project. Bidders may submit their responses digitally via email or through an online portal. The city has scheduled a pre-bid meeting for June 16, 2026. Bidders must submit all questions regarding the opportunity no later than June 22, 2026.
