Actuarial and Broker Services

The government authority located in Midhurst, Ontario is seeking actuarial and broker services to support its integrated risk insurance program. This program utilizes a multi-year, multi-line approach designed to lower risk transfer costs, implement creative risk transfer solutions, and streamline administration. The selected proponent will act as a strategic advisor to the Pool and its member municipalities, supporting the ongoing development, management, and sustainability of the integrated insurance and risk financing program. The scope of work requires providing an annual actuarial review to assess the performance of the risk financing program regarding claims reserving and funding analysis. This includes assisting the Pool's auditors in estimating claim liabilities for financial statements and providing capital adequacy reports on a regular basis or upon request. The service provider will also assist with budget calculations, expense management, and the development of methodologies for pool operations and level models. The agency requires assistance in establishing self-funded ventures, including self-insured cyber programs, environmental protections, stop-loss models, or other creative self-insured structures. The selected vendor must collect, analyze, organize, and maintain detailed underwriting data directly from municipal clients to support insurance placements and renewals. Additionally, the provider must coordinate policy issuance activities, including the preparation and maintenance of automobile liability documents, and assist with assessing claim development and funding models. Bidders must be located onshore within Canada to be eligible for this opportunity. The performance of the requested work will take place entirely offsite. The agency is seeking proposals to determine the budget for this initiative, and the resulting contract will have a duration of one year.
