The Foothill/Eastern Transportation Corridor Agency and San Joaquin Hills Transportation Corridor Agency, operating in Irvine, California, require comprehensive, compliant, and customer-focused third-party collection services. The agencies are seeking to recover delinquent toll violations, unpaid tolls, penalties, administrative fees, and negative FasTrak account balances. The selected contractor will manage eligible accounts including unpaid tolls, penalties, administrative fees, out-of-state violations subject to legislative authority and legal approval, and other receivable categories approved in writing during the contract term. For the initial account setup, the contractor must acknowledge receipt of files, report any discrepancies, and load accounts into its collection system. The scope of work requires the contractor to validate data completeness and integrity while establishing internal tracking and audit controls. All performance of the work will take place offsite. Only United States organizations are eligible to bid on this opportunity. Bidders must submit any questions regarding the procurement no later than June 18, 2026. The agencies will accept digital responses submitted via email or through their online portal. The resulting contract will cover a period of four years, and the agencies are currently looking for proposals to establish the budget.
