Family Investment Program employment services

Olmsted County in Rochester, Minnesota is seeking a vendor to provide Family Investment Program employment services to help participants achieve long-term financial stability. The agency needs to increase the number of participants who are working, attending education or training programs, and successfully leaving the program due to increased earned income. The selected provider must accept participant referrals within four business days of receiving a Workforce One referral and immediately engage them in employment-focused activities. The scope of work covers developing employment plans with incremental goal setting, offering job search resources, and providing career planning and coaching. Providers must deliver assessments, assist with educational and vocational choices, connect participants to career pathway programs, and offer tools for resume building and online job applications. The project also requires cultivating job retention and career-advancement opportunities through follow-up activities to help participants attain positions that pay livable wages and provide health care coverage. Eligible bidders must be onshore organizations located in the United States. The selected vendor must perform all work offsite at their own office location. The agency is currently looking for proposals to determine the budget for these services. Bidders must submit all questions regarding this opportunity no later than June 26, 2026.
