Medical Consultant Services

The Colorado Department of Health Care Policy and Financing is seeking medical consultant services to support its chief medical office, Regional Accountable Entities, and various healthcare provider types participating in Phase Three of the Accountable Care Collaborative. The selected contractor will advise the Payment Reform and Quality Performance teams on clinical subject matter and quality measures related to department programs. This initiative aims to improve healthcare delivery by developing and measuring incentives and structures that promote child, adult, maternal, and population health. The scope of work requires the contractor to perform research, conduct stakeholder outreach, and attend or lead stakeholder meetings as requested by the department. The contractor must assist the department in communicating and consulting with different provider types, including hospitals, primary care, obstetrics gynecology, pediatrics, behavioral health, and long-term acute care. Additionally, the contractor will advise on public reporting initiatives, including report cards and population health metrics. Bidders must be onshore organizations based in the United States. The contractor must perform all work offsite at their own office location. The department is looking for proposals to determine the budget for this project. Bidders must submit all questions regarding this opportunity no later than June 16, 2026.
