The City of Vancouver, Washington is seeking engineering design services to replace an existing odor control system with a new odor control biofilter. The agency needs to solve the problem of managing odors at an existing facility by designing a new biofilter and planning the demolition of the current system. The selected vendor must coordinate the scope and plan development directly with city engineering staff. The scope of work requires reviewing existing facility record drawings, geotechnical reports, odor control studies, and other engineering documents. The agency requires the preparation of a preliminary design report that outlines design criteria, siting options, and recommendations. The final engineering design must cover all elements of the odor control facilities, including the biofilter, mechanical, civil, instrumentation and controls, electrical, seismic/structural, geotechnical, and landscaping components. The design must incorporate the demolition of the existing odor control system and include technical specifications requiring the construction contractor to provide temporary odor control equipment during construction. The agency also requires the preparation of an operation and maintenance manual for the new facility, as well as the delivery of final record drawings. The contract period will span one year, and the performance of the work must take place onsite. Only onshore vendors located in the United States are eligible to bid on this opportunity. Bidders must submit their responses digitally via email or online, and the agency is currently looking for proposals to determine the budget.
