The Lakeland Transit Authority in Lakeland, Florida requires independent legal counsel to address governance, statutory compliance, risk management, and public sector legal matters. The agency is seeking a General Counsel to advise the Board and the Transit Agency Chief Executive Officer, prepare legal documents, and render legal opinions. The selected legal counsel must maintain up-to-date knowledge of transit-specific issues and provide prompt responses to all Board and District inquiries. The scope of work covers reviewing outside counsel documents, transactions, and invoicing, as well as collaborating with other assigned District counsel when necessary. The agency requires the legal counsel to establish reasonable completion dates for assignments, adhere strictly to those dates, and provide detailed billing broken down by individual assignment and inquiry. Additionally, the legal counsel must provide legal insight into public-private partnerships and grant compliance. Eligible bidders must be onshore United States organizations, and the performance of the legal work will take place offsite. The contract period will span three years, and the agency is looking for bidders to propose a budget. The agency will host a pre-bid meeting on June 25, 2026, and bidders must submit all questions no later than July 9, 2026.
