For the amenity cost charges bylaw, the contractor must conduct workshops with city staff and relevant departments to identify eligible amenity projects, considering service levels, infrastructure servicing requirements, operational implications, and long-term lifecycle considerations. The scope includes reviewing population and employment growth projections, identifying eligible amenities such as recreation, childcare, library, cultural, and community facilities, and conducting stakeholder engagement. The agency also requires an assessment of the impacts of proposed rates on development viability and housing affordability. Only onshore bidders located in Canada are eligible to pursue this opportunity. The performance of the work must take place onsite at the authority's location in British Columbia.
